You will need a digital photo to apply for a blue badge online. A new photo must be provided every time you apply.
The photo must be a recent, passport style photo.
Your application might be delayed if your photo is not suitable.
Your photo must:
- be clear and in focus
- be of your head and shoulders only
- be in colour
- be on a plain or light-coloured background
- not be a ‘selfie’
In your photo you must:
- be facing forward and looking straight at the camera
- not have anything covering your face
If you are submitting a printed photo, please make sure you include the applicant’s name and date of birth on the back of the photo.
If you cannot provide photo ID with your application, the photo you provide should be verified by a professional person. They must include the words “this is a true likeness of…” along with a signature and occupation.
You must prove you are eligible every time an application is made, even if you had a blue badge in the past. The medical proof you provide must be from within the last 12 months.
We require as much information and evidence as possible to assess a medical condition. If we do not receive the evidence we need, it may take longer to process your application.
If you say in your application that you are prescribed medication, you will need to provide proof of repeat prescriptions.
If you say in your application that you receive or have received services or treatments such as Meals on Wheels, care services, physiotherapy, pain clinics etc, you will need to provide proof of this.
If you say in your application that you use a walking aid, you will need to provide proof of purchase or a letter from a healthcare professional who prescribed the mobility aid.
Evidence
Some examples of evidence that can be provided include:
- letter or report from a consultant
- letter or report from an occupational therapist
- letter or report from a Physiotherapist
- letter from a pain clinic
- letter from a district nurse
- letter from a support worker
- a copy of the care plan
- Social Services Report or Adult Social Care team
You can provide a GP summary of notes which states the diagnosis if you do not have any other evidence available.
Appointment letters, cards or prescriptions cannot be accepted as evidence as they do not contain medical information. However, they can be added as supporting evidence.
Independent Advisory Service
An independent advisory service has been set up by The Welsh Government for local authorities if a decision on a medical application cannot be made.
If we cannot reach a decision, we will send you an application form which you have to complete and return to us.
Once we have received your completed application, we will refer it to the independent advisory service. They will contact you with their decision or ask you for more information.
We will write to you if your application is declined.

It can take up to 12 weeks to process an application. Please do not contact us if you have applied within this time as this may prolong your application.
