We are proposing 2 new parking zones in Plasnewydd and would like to hear your views.
Parking zones help to:
- Prioritise parking space for residents and their visitors.
- Support businesses by making sure there is a turnover of vehicles.
- Make it easier for shoppers and visitors to find convenient parking.
- Stop commuter and inconsiderate parking.
Why we are proposing the parking zones
We know people are finding it difficult to find suitable parking due to high demand in these areas. Parking zones have helped to reduce these problems in other parts of the city.
We are also proposing a number of changes in the wider area. This includes improved bus and pedestrian options.
Parking zone D1 - Plasnewydd Central
We propose the restrictions would apply between:
- 8am and 6:30pm, or
- 8am and 8pm.
And would run from:
- Monday to Saturday, or
- Monday to Sunday.
Double yellow lines and blue badge bays would apply all day, every day.
Streets in the zone
- Arran Street
- Bedford Street
- Bruce Street
- Byron Street
- Cottrell Road
- City Road (between its junctions with Vere Street and Albany Road)
- Clive Place
- Crofts Street
- Cyfarthfa Street
- Dylan Place
- Fitzroy Street
- Gordon Road
- Glenroy Street
- Keppoch Street
- Kincraig Street
- Lily Street
- Milton Street
- Northcote Street
- Pearson Street
- Penlline Street
- Plasnewydd Place
- Plasnewydd Road
- Rose Street
- Richmond Road
- Richmond Crescent
- Russell Street
- St Peters Street
- Shakespeare Street
- Strathnairn Street
- Talworth Street
- Tavistock Street
- Treharris Street
- Upper Kincraig Street
Any other road or lane only accessible from the streets listed would be included in the zone.
Types of permit
We would issue permits for:
- Residents and their visitors
- Businesses (for operational vehicles only)
- Community premises (such as places of worship and community halls)
You can have 2 permits per property.
Carers, contractors, and teachers would also be able to apply for permits whilst working in the zone.
We would not issue permits for:
Commuter or staff parking
Student halls of residence
Properties on private roads
Developments with off-street parking (even if there is not enough parking for all the properties in the development)
Heavy vehicles (over 3.5 tonnes)
Parking with a permit
Drivers with permits would be able to park in:
- Permit holder only bays
- Shared use limited waiting bays (for as long as needed)
- Shared use pay and stay bays (for as long as needed without additional payments)
Parking without a permit
Drivers without a permit would be able to park in:
- Limited waiting bays for up to 30 minutes
- Pay and stay bays for up to 3 hours
These bays would be available throughout the zone for visitors and shoppers.
The first 30 minutes of parking in pay and stay bays would be free of charge. You would still need a ticket for this.
We would encourage commuters to find alternative travel options.

Parking zone B5A - Plasnewydd South
We propose the restrictions would apply every day between 8am and 10pm.
Double yellow lines and blue badge bays would apply all day, every day.

- East Grove
- Oxford Lane
- Oxford Street
- Southey Street
- The Parade
- The Walk
- West Grove
- Wordsworth Avenue
Types of permit
We would issue permits for:
- Residents and their visitors
- Community premises (such as places of worship and community halls)
You can have 2 permits per property.
