Business improvement districts

Cardiff Council is assisting in the billing and collection of a levy being charged on certain businesses in the city centre for the purposes of a scheme known as the Cardiff Business Improvement District.

To find out more about the scheme you can go to the FOR Cardiff website.

FOR Cardiff BID renewal ballot of notice

A Business Improvement District (BID) is a defined area in which businesses have voted to pay an additional levy on top of their business rates. The levy is collected for a fixed period, usually five years, and is used to fund projects and initiatives that benefit businesses within the BID area.

On 2 July 2026, Cardiff Council conducted a renewal ballot for the FOR Cardiff Business Improvement District (BID).

Eligible voters were non-domestic ratepayers liable to pay the BID levy on the date of the notice. Each eligible voter was entitled to cast 1 vote for every property they occupied, or if unoccupied, owned, within the geographical area of the proposed BID.

The result of the ballot was declared on 3 July 2026. This notice sets out the official result of the ballot on the continuation of the FOR Cardiff Business Improvement District.

Businesses eligible to vote were asked whether they supported the proposal for the BID to continue for a further 5-year term. The proposal was approved, having secured a majority in favour both by the number of votes cast and by the aggregate rateable value of those voting.
