Information about special procedure licensing and how to apply for a licence.
Part 4 of the Public Health (Wales) Act 2017 introduces a new licensing scheme in respect of the following special procedures:
- acupuncture,
- tattooing,
- body piercing, and
- electrolysis.
Practitioners will need to obtain a special procedures licence.
Businesses will need to obtain an approval certificate for premises or vehicles.
Before applying for a special procedures licence, practitioners will need to complete a Level 2 Award in Infection Prevention and Control for special procedures.

Application Fees
- 3-year special procedure licence: £159 application fee, payable at the time the application is submitted £44 compliance fee, payable upon granting of the licence
- 3-year premises/vehicle approval certificate:£244 application fee, payable at the time the application is submitted£141 compliance fee, payable upon granting of the licence
