Local land charge searches are normally needed when you are buying a property. Cardiff Council are responsible for the Local Land Charges Register and hold the register of Common Land and Village Greens.
Local land charges can restrict the way you use land and property. Common local land charges include:
- Planning permissions
- Highway agreements
- Conservation areas
- Tree preservation orders
- Listed buildings
- Environmental health notices
Your solicitor would usually arrange a search when you buy a property or piece of land.
There are two types of searches:
- Local authority official search (LLC1 and CON29)
- Personal search
Local Authority Official Searches
A local authority official search shows information from the register and extra information that is relevant to the property.
The official search has two parts:
Part 1: LLC1
This covers charges that can be registered such as:
- Conditional planning consents
- Tree preservation orders
- Planning agreements
- Listed buildings
Part 2: CON29
This covers issues that cannot be registered such as:
- Planning history
- Road scheme
- Various notices which affect the property
How to apply for a Local Authority Official Search
You will need to make the payment to Cardiff Council's bank account. All fees are payable in advance. Please email your search request, OS plan or title plan and proof of payment to [email protected]. Please make sure the property is clearly identifiable on the plan.

Personal searches
A personal search is carried out by a third party and not by the Local Authority.
You can carry out a personal search on our website using our online mapping tool.
We do not take responsibility for information provided from a personal search. You will need to verify the information with the relevant service areas.
How to apply for a personal search
Please email your search request and OS plan or title plan for each property to [email protected]. Please make sure the property is clearly identifiable on the plan.
If you are searching for new-build plots that have been street references, your request must come to us with a full address, not a plot number and development name.
Personal Search Agents
If you are a search agent, you must send a list of properties to us by email. You can only send lists to us on Wednesday and Friday. Your list must be received before 12pm. We will only accept 1 list per company per day.

Roads that abut your property
Our search reply will only refer to the road named in the property address given in Box 'B' of the CON29. If you wish to have information on any other roads that abut your property you will need to name them in Box 'C' and clearly mark them on your search plan.

Landowner Statements and Register (Section 15A)
A landowner statement, made under Section 15A of the Commons Act 2006, allows landowners to protect their land from being registered as a Town or Village Green.
By depositing a statement, the landowner ends any period during which the public may have used the land (without permission, force, or secrecy) for informal recreation.
A one-year period then applies during which an application for village green status can still be made. If no application is successful within that time, the previous period of use can no longer be relied upon.
