Local access forum

Local Access Forums are a statutory requirement of the Countryside and Rights of Way Act 2000. The Cardiff Forum has existed since 2003.

We must recruit new members every 3 years. The forum has 12 to 20 members who represent the local community. We aim for members to represent a wide range of interests, such as:

  • landowners,
  • access users, such as walkers, cyclists, and horse riders, and
  • health and conservation representatives.

The forum meets at least 3 times a year, virtually and in person, to consider topics, such as:

  • recreational access including walking, horse-riding, mountain biking, access to water and off-road driving,
  • creating a more accessible network for all to use and enjoy,
  • protecting and enhancing biodiversity and habitats near rights of way,
  • monitoring the Cardiff Rights of Way Improvement Plan 2020-2030, and
  • responding to various Welsh Government and Natural Resources Wales (NRW) consultations including local development plans affecting Rights of Way paths.

You can find out more about the Local Access Forum.

Cardiff Rights of Way Improvement Plan 2020 to 2023

The Rights of Way Improvement Plan (ROWIP) is a 10 year plan to improve Cardiff's right of way network. The plan sets out how we will identify, prioritise and plan for improvements to the network.

The forum will work with us to help us make sure:

  • work carried out will benefit all users,
  • management of the network is improved, and
  • key strategies and key aims are met.
