The Council is committed to Equality, Diversity and Inclusion. This means making sure that the many great opportunities of living in Cardiff can be enjoyed by everyone, whatever their background, where those suffering from disadvantage are supported and where every citizen is valued and feels valued.
The Council is committed to meeting the requirements of the Public Sector Equality Duty (PSED) and will work to:
- Eliminate discrimination, harassment and victimisation and other conduct prohibited by the Equality Act

Equality Needs Assessment
We carried out a comprehensive Equality Needs Assessment to inform the Equality, Diversity and Inclusion Strategy.
Using both information held by the Council and other sources, this assessment reviewed a range of available data sets to identify how inequality impacted people's lives in Cardiff.
There is a focus on identifying the specific issues facing people with different protected characteristics, as well as certain other characteristics, such as being a Welsh speaker or a carer. This assessment brought together a range of existing data and considered local and national action plans.
