Transfer and expansion of St Mellons Church in Wales Primary School

​Work on the new build St Mellons Church in Wales Primary School at its new site at the St Edeyrn's housing development is being progressed and is due to be completed by Easter 2023.

The project team are working closely with the school to select furniture and resources for the new school and to ensure that any disruption to school life during the transition to the new school is minimised

Temporary nursery provision has been established at the existing school site at Dunster Road in Llanrumney and the school will welcome its first nursery age pupils in September 2022.

​Consultation on the proposed transfer and expansion of St Mellons Church in Wales Primary School 


 
At its meeting on 23 January 2020 Cardiff Council Cabinet agreed proposals to:

 
  • Transfer St Mellons Church in Wales Primary School to a new site on the new housing development at St Edeyrn’s
  • Increase the number of places at the school from 105 places to 210 places
  • Extend the age range of the school from 4 – 11 to 3 – 11 by establishing nursery provision at the school to allow for 48 part-time places 

 
The proposed changes will take effect from September 2021.

Construction delays for the new build St Mellons Church in Wales Primary School


Unfortunately, the Governing Body has been advised that the construction of the new St Mellons Church in Wales Primary School buildings will not be completed in time for September 2021. 

The Governing Body wish to make progress towards implementation of the proposal in line with the planned timescale and to see the benefits of the proposal, such as allowing for a greater number of pupils to benefit from the education on offer at the school, a stronger budget position and greater opportunities for pupils and staff, realised as quickly as possible. 

They have considered ways in which this could be achieved. However, there is not sufficient capacity on the existing school site to implement all elements of the proposal in September 2021.  

In the context of the restrictions placed on the school by the COVID-19 pandemic, the Governing Body has considered the grouping and movement of pupils and the sharing of rooms and social spaces, how contact between groups can be minimised and how social distancing can be maintained.  

Permission is being sought from the Welsh Government to progress with what can be accommodated on the current site and to delay some parts of the agreed proposal. 

The Governing Body have agreed that the increase in the Admission Number at entry to Reception Year, from 15 places to 30 places, go ahead.  This can be implemented within the existing school accommodation from September 2021.

The increase in the Year 1 – Year 6 admission number from 15 to 30 places, and the establishment of nursery provision at the school, cannot be accommodated within existing accommodation and would therefore be delayed until September 2022 when the school moves to its new building.  

Parents seeking a nursery education place for their child in September 2021 could apply for admission to the nursery class at Pen Y Bryn Primary which is situated next door to St Mellons, or at other schools serving the area.  There is sufficient capacity to accommodate these children. 
 
The Governing Body understand that this will be disappointing for both parents and children who are part of the current and future school community, but would wish to reassure you that discussions are ongoing with the developer in relation to their revised timetable for the completion of works within the 2021/22 school year and will update you as further information becomes available.
