Sustainability Appraisals and SEAs

These two sets of appraisal and assessment work are ongoing throughout every stage of the Local Development Plan (LDP). 


The purpose of Sustainability Appraisal (SA) is to appraise the environmental, social and economic effects of the LDP. The SA will look at the strategy, policies and proposals in the LDP to ensure that the decisions made fit in with the principles of sustainable development. Sustainability Appraisal will play an important part in showing that the LDP is sound.


Welsh Government guidance, which we have to work to, indicates that the Sustainability Appraisal must include the requirements of the Strategic Environmental Assessment (SEA) Regulations. The SEA require the formal environmental assessment of plans and programmes (such as the LDP) in order to better manage their impact on the environment.


Scoping Report


We have a duty to undertake a Sustainability Appraisal and Strategic Environmental Assessment of the Local Development Plan (LDP). The draft Scoping Report will be used to assess how we are delivering sustainable development through the LDP. A first version of this report was prepared in the summer of 2006 and adopted in March 2007 following extensive consultation. Following the withdrawal of the Cardiff LDP 2010, and work starting on a new LDP for Cardiff, the Scoping Report has been comprehensively updated to reflect changes in Cardiff's situation and the policy context since 2007.


The consultation for the SA/SEA Scoping report ran from 1st November to 6th December 2010. Comments received were assessed and appropriate changes added to the Adopted Scoping Report and Appendices.
