Street naming and numbering

The Council is responsible for the naming of all roads and streets, and for the naming and numbering of all properties (residential, commercial and industrial) within the City and County of Cardiff.

 

An address can only be created and given a postcode by Royal Mail once it has been officially named and numbered by the Council. 


You must contact us to assist you with creating or amending an address if you are:

  • planning a new development
  • constructing a new property, 
  • converting an existing property, or 
  • wish to change the name of a property

 

Please advise the Council of new naming and numbering requirements at the earliest opportunity.

ailure to do this will mean that any address created will not be an official address and this will lead to problems. 


For example, the address will not be recognised by the Royal Mail, delivery companies or utility services. Difficulties may arise in relation to your registration for voting and the supply of credit cards. It is important to note that Ambulance, Fire and Police services may experience difficulty in locating the address in the event of an emergency.

 

The Council can enforce changes to unofficial addresses in order to ensure compliance with standard conventions and that Council Policy for street naming and numbering is maintained. 




How to apply?

You can make a Street Naming and Numbering request online​​​​​​​External link opens in a new window . You will need to register first and then select the link for “Street Naming and Numbering” in the drop down list.​



How much will it cost?

The fees outlined below are for guidance only and the actual cost payable will be confirmed once the application being received.

​Changes to existing properties (per address/building) ​ £210
​Developments - 1 to 5 plots ​ ​​​£260
​Developments - 6 to 10 plots ​£310
​Developments - Over 10 plots ​£360 plus £25 per unit (from unit 1).
​Creation of a new road name ​£260 per road.
​Additional cost for flat complexes or
developments over those listed above 
​£105 per floor from first floor onwards.
​Additional charge for changes to Street Naming and Numbering layout
after notification given, resulting in the referencing to be re-issued with amendments
​£620 plus £16 per unit.
​Renaming a street at the residents’ request ​£620
​Confirmation address to Solicitors, Search Agents and Conveyances ​£52.50


You will also need to include an appropriately scaled location plan (to a scale not less than 1:1250) and in the case of a new development – a layout plan, indicating the position of the properties in relation to the geographical surroundings.​​



What happens next?


We will assess your request to ensure all the required details are complete. When your request is approved you will receive email confirmation of this and the fees payable. You can pay for you street naming and numbering request online​
