The Council is responsible for the naming of all roads and streets, and for the naming and numbering of all properties (residential, commercial and industrial) within the City and County of Cardiff.
An address can only be created and given a postcode by Royal Mail once it has been officially named and numbered by the Council.
You must contact us to assist you with creating or amending an address if you are:
- planning a new development,

constructing a new property,

converting an existing property, or
-
wish to change the name of a property
Please advise the Council of new naming and numbering requirements at the earliest opportunity.
Failure to do this will mean that any address created will not be an official address and this will lead to problems.
For example, the address will not be recognised by the Royal Mail, delivery companies or utility services. Difficulties may arise in relation to your registration for voting and the supply of credit cards. It is important to note that Ambulance, Fire and Police services may experience difficulty in locating the address in the event of an emergency.
The Council can enforce changes to unofficial addresses in order to ensure compliance with standard conventions and that Council Policy for street naming and numbering is maintained.

make a Street Naming and Numbering request online. You will need to register first and then select the link for “Street Naming and Numbering” in the drop down list.

The fees outlined below are for guidance only and the actual cost payable will be confirmed once the application being received.
Changes to existing properties (per address/building)

You will also need to include an appropriately scaled location plan (to a scale not less than 1:1250) and in the case of a new development – a layout plan, indicating the position of the properties in relation to the geographical surroundings.
