Who can apply for a Blue Badge?

Please note that any information below is guidance and only the blue badge team are able to inform you if you are eligible to receive a blue badge.

You can automatically qualify for a blue badge if you are over two years old and meet one or more of the following criteria:

  • Receive the Higher Rate of the Mobility Component of the Disability Living Allowance (DLA)
  • Receive a Personal Independence Payment (PIP). This is a score of 8 or more under the ‘moving around’ activity of the mobility component or 12 points for ‘planning and following a journey’.
  • Are registered blind
  • Receive a War Pensioner’s Mobility Supplement
  • Have received a lump sum benefit within tariff 1-8 of the Armed Forces and Reserve Forces compensation scheme and have been certified as having a permanent or substantial disability which causes a very considerable impairment or inability to walk.


In order to automatically qualify you will need to provide the right documentation to support your application. The section on how to apply explains what is required.

If you do not meet the criteria to automatically qualify for a blue badge this does not mean you may not be eligible to apply.

Organisations that both care for and transport people who would otherwise be eligible for a blue badge may also be eligible for a blue badge. This then allows them to use the parking concessions when transporting those who would otherwise hold a blue badge. 


An organisational badge will have the stamp or logo of the organisation of the reverse, rather than a photograph. The badge should only be displayed when employees of the organisation using a registered vehicle are dropping off or picking up eligible disabled people from a parking place.
