Rights and responsibilities

It is always down to the holder of the blue badge to ensure that it is used properly. If the holder does not drive it is still their responsibility to ensure that the driver of the vehicle you are in is also fully aware of how the scheme works.


The badge concessions are intended solely for the holder and the blue badge should never be used by anyone else for their personal benefit or to do something on your behalf; for example shopping or collecting something for you.  You must never give the badge to family or friends to use unless you are travelling with them in the car. If you allow someone else to take advantage of the parking concessions the scheme provides you could find yourself with a fine of up to £1,000.

When using a blue badge you must always display the badge on the dashboard or fascia panel so that all the relevant details are visible through the windscreen. The side showing the photograph should not be visible. You may receive a parking fine if you fail to display your blue badge correctly.

A parking clock should be always be used where there is a limit on the amount of time you can park at a location. You need to display the parking clock to show your time of arrival and the clock must always be accompanied by a correctly displayed blue badge. 

If you need to use the parking clock make sure it placed on the dashboard of the vehicle where it is clearly visible through the windscreen. The time clock should be set to show the quarter hour period during which you arrived.

It is always good practise to display your time clock if you are unsure if you need to or not.  You may receive a parking fine if you fail to display your time clock correctly when required to.

Every holder of a blue badge should have the informational booklet that explains the rights and responsibilities of the scheme. If in doubt you should always refer to this booklet. You must always tell the council if:

  • Your blue badge has expired and you have not received a renewal letter
  • Your blue badge is due to expire
  • the badge is lost
  • the badge is stolen
  • you need a new blue badge
  • your details change; e.g. name or address
