Cardiff Council has implemented an exciting and ambitious development programme which will deliver in excess of 4,000 new homes in the longer term across the city. At least 2,800 of the new homes will be council homes.
Our award-winning development programme currently represents the largest council housing build programme in Wales and will see around £950 million invested into delivering affordable homes at scale and pace.
Our programme will deliver a wide range of new homes for all types of residents, ensuring that we start to ‘fill the gaps’ and address our housing need. We will deliver the homes that are very much needed in the right areas close to services and facilities. We are doing this in order to address some of the very specific challenges we face in the city.
All our new developments must comply with the Welsh Government Development Quality Requirements 2021: Creating Beautiful Homes and Places. We share the vision for building high quality sustainable and adaptable homes and creating attractive external spaces through excellent placemaking.

Purchasers must be first time buyers and live and/or work in Cardiff to qualify and will typically buy a 70% equity share of a property.
