Cardiff Living (formerly Housing Partnership Programme - HPP)

Cardiff Living is an exciting development partnership between the Cardiff Council and national developer Wates Residential.
It has been developed by Cardiff Council to help tackle the housing need across the city by building the right homes in the right places. 

The programme will deliver up to 1500 new properties across Cardiff over the next 10 years. At least 40% of these homes (around 600) will be council homes available for rent through the Council’s existing allocations process​​​​​​External link opens in a new window ​​
A small percentage of the new council homes will be made available for ownership through the Council’s Assisted Home Ownership scheme. This scheme is aimed at first time buyers who cannot afford to buy a new home without financial assistance in the form of an equity share (normally a 70:30 percent split). 

Around 900 homes (60%) will be available for purchase on the open market through Wates Living Space Homes under the brand Cardiff Living​​​​​External link opens in a new window ​​

There are 40 sites across Cardiff that will be built in 3 phases from 2017 to 2025.  

Planning applications have already been approved for the following sites:

  • Braunton and Clevedon / Captain’s View & Captain’s Walk
  • Willowbrook West / Silvervale Park
  • Ty To Maen / Hortensia Place
  • Walker House / Walker Mews
  • Llanrumney Depot
  • Snowden and Wilson Road
  • Briardene / Briardene Walk (Subject to Section 106)
  • Llandudno Road / Cartwright Place (Subject to Section 106)
  • Ty Newydd (Subject to Section 106)

Highfields / Aspect Place has recently been submitted for Planning. The application is available to view on the Planning portal.

The partnership will be looking at options for the phase 2/3 sites from 2018 onwards.
