Cardiff Youth Offending Service (YOS)

The Crime and Disorder Act 1998​​​​​​​​​​​​​​​Link opens in a new window places a responsibility on each local authority to establish and maintain a Youth Offending Service (YOS).  Cardiff YOS is a multi-agency partnership with a statutory responsibility for providing intervention, challenge and support for young people and their families with the primary aim of preventing anti-social behaviour, offending and re-offending by young people aged 10 – 17 years.

Our partnership approach includes staff from a number of different organisations:

  • Cardiff Council
  • Police service
  • Probation service
  • Health service
  • Careers Wales
  • Crime Reduction Initiative (CRI)
  • Inroads Street Drugs project


Our Work


We work with young people across Cardiff supervising a range of intervention programmes some of which result from court orders that young people engage subsequent to anti-social/offending behaviour. These include:

  • Youth Conditional Cautions
  • Referral Orders
  • Youth Rehabilitation Orders
  • Intensive Supervision and Surveillance (ISSP)
  • Detention and Training Orders (DTO)


The YOS also offers support to victims of youth crime and anti-social behaviour and a range of restorative interventions are offered.  The YOS has developed three prevention projects which aim to intervene with young people at an earlier stage in order to prevent entry into the criminal justice system:

  • Anti-social behaviour
  • Neighbourhood Resolution Panels
  • Stay Safe
