How to appeal a decision

​​If you disagree with a decision about your Council Tax Reduction, you can: 

  • ask for more information about the decision
  • appeal against the decision

Appeals against Housing Benefit and Council Tax Reduction decisions have different rules. If you are appealing against both of these decisions, please also see how to appeal a decision about Housing Benefit 

Asking for information about our decision

When we make a decision about your Council Tax Reduction, we send you a letter. If you want more information about the decision you should ask for a statement of reasons. Please make your request in writing as soon as possible and give as much information as you can. 

If you disagree with a decision

If you disagree with the decision you can appeal to our Benefits Section.

lease make your request in writing within one month of the decision, explaining the decision you are not happy with and why you disagree.

Who can appeal?

The following people can appeal: 

  • the claimant, or
  • an official appointee acting on behalf of the claimant.

 

How to appeal

If you disagree with a decision you need to appeal in writing, by: 

  • completing a request for a review (PDF 111 KB)
  • writing a letter which states the reason for your appeal
  • sending an email to appeals@cardiff.gov.uk which states the reason for your appeal
  • phoning the Appeals Team on 029 2038 5888. Your appeal details will be taken down and then sent to you for you to check and sign to say you agree. 

 

You can visit one of our Hubs or Housing Offices for help to appeal.​


When we receive details of your appeal we will look at the decision again and all the information you have provided. We will write to you to tell you the result of your appeal.

Appealing to an independent tribunal 


If you are still not happy with the decision you can appeal to the Valuations Tribunal.  You can also appeal to the Valuations Tribunal if you have not received a reply from us within 2 months of sending your appeal letter.  The Valuations Tribunal is independent from the council.

Your appeal must be made in writing.  You cannot appeal to the tribunal by phone or email.

Appeals against Housing Benefit and Council Tax Reduction decisions are heard by differen
t tribunals. If you are appealing against both of these decisions, your appeals will be heard separately. 

If you want to appeal directly to the Valuations Tribunal, your appeal must: 

  • ​be in writing – phone calls and emails are not accepted,
  • be within two months of the date of the council’s decision letter,
  • explain which decision you want to appeal against,
  • say why you disagree,
  • state the date of the first appeal to the council,
  • include a copy of the council’s response letter,
  • include a copy of your Housing Benefit appeal (if you are also appealing on the same grounds against a Housing Benefit decision).
