The main cost of living support payment scheme closes on the 30 September 2022.
The discretionary scheme closes on the 31 March 2023.
This Welsh Government scheme aims to help residents with the rising cost of utility bills. This is a one-off £150 payment per household, not a council tax rebate.
Eligibility
You will receive it if, as at 15th February 2022, you were liable for council tax and:
- receiving council tax reduction, or
- living in a property in band A, B, C or D, or
- living in a property in band E with a disability adaptation band reduction.
We will use information we have to confirm eligibility and make payments, including information from your council tax account and winter fuel payments you received. Article 6(1)(e)

Discretionary Scheme
You will receive £150 discretionary payment if as at 15 Feb 2022 you were:
- receiving a council tax exemption, or
- living in a property in band F, G,H or I with a disability adaption band reduction.
The reason for your council tax exemption must be because you are:
- severally mentally impaired,
- under 18 years old,
- a care leaver,
- living somewhere else to receive or provide care, or
- over 65 or disabled and living in an annex to another property where your family live.
How to claim
Beware of fraudsters. We will never phone you to ask for bank details.
If you pay your council tax by direct debit, you do not need to make an application.
You should receive the payment directly in your bank account.
If you do not pay by direct debit, you will receive a letter with details about the application process.
