Early Help Strategy

In Cardiff we believe that every child and young person should have the opportunity to reach their full potential. We recognise that outcomes for children are best when they are supported to grow and achieve within their own families and community as families understand their own children.

Cardiff is changing it’s approach to the way services are delivered for children and families in need of support through a Cardiff Partnership initiative called the Early Help Strategy (2.3Mb PDF)​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Link opens in a new window

  • ​This multi-agency approach seeks to reduce the number of children, young people and families requiring statutory services provided by Social Services and make prevention everybody’s business. 
  • The approach is intended to benefit all children and young people whatever their level of need and as such it is inclusive of children with a disability.  
  • The approach sets out the way that services can work together, share information, and put children and their families at the centre to ensure they receive the support they need at the right time, in the right way.  
  • The approach will support the development of  flexible responsive services that meet the changing needs of children, young people and families in our city. 
  • It recognises the need to move the focus away from managing short-term crises and towards effective intervention and support at an earlier stage.
  • The approach empowers families to identify their own problems, needs and solutions but provides a framework for professionals to see, assess plan, do and review. 
  • The aim is to build resilience in children and families so that they have the capacity to overcome their own difficulties for the remainder of their lives.
