​This privacy notice is designed to inform residents and visitors in the Cardiff area of how their personal data is processed via CCTV systems operated by Cardiff Council. This notice describes our purpose for processing and the lawful basis we rely on to collect and store your personal data. 

What personal information will we capture in our CCTV systems?​

Cardiff Council CCTV system's capture images of people and vehicles in and around where a camera is operated. This can include identifiable information such as vehicle registration plates and images of members of the public. 

What is our purpose for using CCTV?​​

We will use your personal data collected via CCTV systems for the following purposes:

  • To increase safety for Cardiff residents, workers, and visitors.
  • To monitor the security and safety of Cardiff Council staff and visitors to Council premises.
  • To assist in the prevention, deterrence and detection of crime, disorder, and anti-social behaviour and helping to provide a safer environment for those people who live and work in the area and for visitors travelling through the area.  
  • To assist in the overall management of public places.
  • To assist the Council in carrying out its regulatory functions in relation to environmental health and protection, pollution control, contaminated land, health and safety, food safety, animal welfare, consumer protection, weights and measures and licensing.
  • To provide traffic management support and enforce bus lane and parking restrictions
  • To provide assistance and direction in the event of a major emergency in Cardiff.
     

What is our lawful basis for processing your personal data?​​​​

Our lawful basis for processing your personal data via CCTV systems is:
UK GDPR Article 6 (1) (e) processing in the public interest.
This is to ensure we can undertake our public tasks of public safety, crime prevention and detection and allow positive management of traffic in the area.


Who will we share your personal data with?

We may share your personal data with other organisations for purposes, including the prevention and detection of crime, to comply with a legal obligation, or where legally permitted. These organisations include, but are not limited to:

  • Other Cardiff Council departments
  • Insurance companies
  • Courts and Tribunals
  • Law Enforcement agencies, including the Police
  • Ombudsman and regulatory authorities.

 

How long will we retain your personal data?​

All CCTV recordings are retained for no longer than a period of 31 days and automatically deleted thereafter. Any CCTV recordings deemed relevant to an ongoing investigation may be retained for an extended period and will be deleted on conclusion in line with the Council's corporate retention schedule.

 

What are your rights?​

  • Your right of access - You have the right to ask us for copies of your personal information.
  • Your right to rectification - You have the right to ask us to rectify personal information you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.
  • Your right to erasure - You have the right to ask us to erase your personal information in certain circumstances.
  • Your right to restriction of processing - You have the right to ask us to restrict the processing of your personal information in certain circumstances.
  • Your right to object to processing - You have the right to object to the processing of your personal information in certain circumstances.
  • Your right to data portability - You have the right to ask that we transfer the personal information you gave us to another organisation, or to you, in certain circumstances.
