Prevent and Channel Privacy Notice

​​​This privacy policy will explain how Prevent and Channel uses the personal data we collect from you when you are referred to and adopted at Channel Panel.

Prevent Programme and Channel Panel are services co-ordinated by Cardiff Council, who is the Data Controller for the purposes of the data collected. All personal data is processed in accordance with the UK GDPR and Data Protection Act 2018.  

What data do we collect and why?


In exercising our Statutory Prevent Duty, Prevent and Channel collects various information which may include any of the following data:

Personal data


  • Personal details
  • Family details
  • Lifestyle and social circumstances
  • Financial details
  • Employment and education details
  • Housing needs
  • Visual images, personal appearance, and behaviour
  • Licenses or permits held
  • Student and pupil records
  • Case file information
  • Births and deaths data

Special classes of personal data


  • Physical or mental health details
  • Racial or ethnic origin
  • Political affiliation
  • Political opinions
  • Offences (including alleged offences) 
  • Religious or other beliefs of a similar nature
  • Criminal proceedings, outcomes and sentences
  • Sexual orientation


The legal basis for collecting your personal information is Public Task under the legislation:

  • Counter-Terrorism and Security Act 2015


Under the Counter-Terrorism and Security Act 2015 all Local Authorities and a number of other specified authorities have a legal duty to have due regard to the need to prevent people from being drawn into terrorism. We have committed ourselves to safeguarding children, young people and adults who are at susceptible to radicalisation or involvement in terrorism.

The Prevent and Channel Programmes aim to:

  • Respond to the ideological challenge of terrorism and the threat we face from those who promote it.
  • Prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support.
  • Enabling those who have already engaged in terrorism to disengage and rehabilitate.

How do we collect your data?


Prevent and Channel collect data and process data when:

  • A referral is made to prevent.  
  • Data will be received from partners for the initial referral which will consist of existing data.
  • A partnership scan across education, health, probation and other organisations which may already be involvement with the individual, of which new data may be generated.
  • Further data will be collected from reports from Intervention Providers (IP) and other organisations that are involved in support plans  

How will we use your data?


Prevent and Channel may use your data for the following:

Data sharing is an important aspect of Prevent and Channel as it allows agencies to work in partnership so that individuals and the public are kept safe, as well as enabling individuals to become more resilient and contribute to their own wellbeing. To help with this, we use data and information from a range of sources, including data collected on a persons' health, their education, criminal involvement and housing needs.
The Prevent and Channel Programmes share your personal information only for the reasons set out under the Counter-Terrorism and Security Act 2015 above, unless the law requires or permits us to share it for another reason, for example, to protect you or others from harm.

Your personal information will be handled securely, strictly on a need to know basis only by those specifically authorised to do so and will not be kept longer than is necessary.

When we are processing your information, we may source it from or share it with some or all of the partners listed below where relevant, necessary and with appropriate permission:

  • Family, associates or representatives of the person whose personal data we are processing
  • Healthcare, social and welfare organisations
  • Educators and examining bodies
  • Local and central government
  • Professional bodies
  • Police forces, non-home office police forces
  • Registered Providers of Housing
  • Private Sector Landlords
  • Voluntary and charitable organisations
  • Faith organisations
  • Students and pupils including their parents, guardians, carers or representatives
  • Courts, prisons
  • Partner agencies, approved organisations and individuals working with the police
  • The Youth Justice Board

How do we store your data?


Prevent and Channel securely stores your data on our SharePoint secure site.  Any data shared on email is with partners signed up to the TLS (Transport Layer Security) protocol which is a secure email connection.

Channel information can be retained for a minimum period of 7 years from last action for cases of adults and until 25th Birthday for cases involving children and young people at which point in time it must be destroyed, failure to do so will be a contravention of the fifth data principle enshrined within the Data Protection Act, 2018.​

What are your data protection rights?


Prevent and Channel would like to make sure you are fully aware of all of your data protection rights. Every user is entitled to the following:​

The right to access 

You have the right to request Prevent and Channel for copies of your personal data. 

The right to rectification 

You have the right to request that Prevent and Channel correct any information you believe is inaccurate. You also have the right to request Prevent and Channel to complete the information you believe is incomplete.​

The right to erasure 

You have the right to request that Prevent and Channel erase your personal data, under certain conditions.

The right to restrict processing 

You have the right to request that Prevent and Channel restrict the processing of your personal data, under certain conditions.

The right to object to processing 

You have the right to object to Prevent and Channel processing of your personal data, under certain conditions.

The right to data portability 

You have the right to request that Prevent and Channel transfer the data that we have collected to another organization, or directly to you, under certain conditions.
