As the Highway Authority, Cardiff Council has a duty under the Highways Act 1980 Section 139 to control skips placed on the highway.
Registration
To control the number of skips on a highway Cardiff Council has introduced a skip registration of skip traders operating within Cardiff. Prior to any trader applying for a skip permit the trader must be registered with Cardiff Council.
To be considered for registration and be permitted to place a skip on the adopted highway, traders must
upload the following documentation to our online system before they can apply for a Skip Licence.
- copy of your Public Liability Insurance Certificate
- copy of your Waste Carrier’s Licence Certificate
- copy of your Goods Vehicle Operator’s Licence – Form OL1
How to apply for a skip permit

All applications will need to be made at least one working day in advance.

How much will the Individual Skip Permits cost?
£42.76 – Per skip for a 7 day licence
£86.51 – Per skip for a 28 day licence
No refunds will be given after the start date of the permit.
Should the location of the Skip be in a pay and display parking area further daily charges may be applicable.
What happens next?
When your application is made it will first need to be assessed to ensure its eligibility. If your application is approved you will receive email confirmation of this and your account will automatically be debited. You will then be able to use your skip in accordance with the terms and conditions.
Penalty for non-observance
There are Fixed Penalty Notices of up to £300 which will be enforced if companies do not adhere to the Terms and Conditions.
