The Council is progressing its plans to develop the International Sports Village (ISV) starting with the proposed delivery of a central cycling hub of modern, fit-for-purpose, complementary sports facilities, including a new velodrome, an off-road bike track and closed road circuit.
These proposals form an integral part of the Council’s commitment to delivering a world class facility for sporting excellence and a sustainable, accessible and inclusive leisure destination for everyone to enjoy.
The proposed new cycling hub and Velodrome is to replace the existing velodrome at Maindy Leisure Centre and enable the much-needed development of Cathays High School, to bring into compliance with the 21st Century Schools Programme.

The proposed expansion and redevelopment of Cathays High School, which has been approved by Cabinet following a public consultation process under the School Organisation Code Wales, is dependent on the Maindy Velodrome being relocated to an alternative site; and includes financial provision towards the costs of the relocation.
This presents a unique opportunity for the Cycling Community and the Sports Village, where investment is being secured for the Velodrome, thus enabling the development of a viable business case for delivery of a modern, fit-for-purpose, sustainable facility for the city and the realisation of the wider benefits of the regeneration.
In March 2021, Cabinet approved in principle, the plans for a new Velodrome at the ISV, subject to the preparation of a detailed business case. It was noted that the proposed new Velodrome at the ISV would replace the old Velodrome at Maindy, without any loss of cycling facilities.
Since then, the Council, working with a specialist team and key stakeholders, has progressed the designs and plans for the proposed new facility and developed a detailed business case, which is due to be considered by Cabinet in early 2022.
Based on the work and discussions held to date, the Council believes there are significant benefits to the proposed relocation of the Velodrome, in particular:
- Facilitates the delivery of a new, modern sports facility with its own, bespoke performance hub and pavilion.
- Opens up an opportunity for funding to ensure the delivery of the new velodrome is compliant with modern specifications.
- Enables the much-needed development of Cathays High School to be compliant with 21st Century Schools Programme requirements.
- Helps to bring forward the massing of complementary sports facilities, thus opening up of opportunities for sport provision at all levels across cycling disciplines and other sports activities.
- Presents opportunities for cross sport participation and improvement in all levels of provision, optimising accessibility for the wider community.
- Bringing forward the masterplan, provides opportunity to create an operating model that gives autonomy to the sports to retain its authenticity in each of the facilities.
In early 2022, Cardiff Council’s Cabinet will be considering the extended Masterplan for the International Sports Village. At the same time, Cabinet will be considering the proposed relocation of Cardiff’s Velodrome, with the full business case for the delivery of the proposed new velodrome and off-road bike track; and the outline business case for the Closed Road Circuit.
The Council is inviting the public to respond to a survey questionnaire to give us your views on the proposals.
All views submitted before the deadline will be carefully considered and used to inform the Council’s decisions on the way forward.
