Request a traffic regulation order (TRO)

​​​​We get a high number of requests for TROs, such as yellow lines and resident parking.

Your application must give us all the information we need. If it is incomplete or wrong, we may not be able to consider it.

Creating a TRO is a lengthy and costly legal process, which means it can often take between 12 and 18 months to deliver. Complex TROs can take longer.

Resident permit schemes are set up to prioritise available parking space for residents.

Usually, they are set up where residents find it hard to park near their homes, because of the number of non-residents parking there.

Resident parking schemes help to manage limited parking space. They do not create additional space or guarantee parking. 


A
pplication criteria

We will only consider an application if:

  • There is a need for residents to park on-street.
  • There is a significant amount of non-resident parking.
  • Most residents are in favour of a permit scheme.




We will need proof that at least 50% of residents support the introduction of permit parking.

If you have proof of support from your ward councillors, this is reduced to 25%.

After we receive an application that meets all criteria, we will carry out parking demand surveys and write to all residents for feedback on our proposals.

If the majority of residents support our proposals, we will start the TRO process.​
Yellow lines are used to stop obstructive or dangerous parking, especially at junctions or on narrow roads. 

Application criteria  




We will only consider an application if: 

  • There are safety, traffic flow or access issues.
  • Vehicles park regularly at the location, and for long periods of time.
  • The yellow lines are not just to protect private residential access.​


Loading bays are installed to make sure businesses can receive deliveries. 


Application criteria  


We will only consider an application if: 

  • A loading bay would mean loading could be done safely at any time during a working day. 
  • A loading bay would benefit local businesses. 
  • The loading bay would be for more than one business. 


Loading bays are normally restricted to goods vehicles only.

After we receive an application that meets all criteria, we will check to make sure a loading bay would not affect traffic flow or cause safety concerns.


Doctor permit schemes prioritise available parking space for doctors who may need to park close to their surgery.

Application criteria


We will only consider an application if:

  • The doctor is likely to be called to emergencies away from the surgery.
  • There is no off-street parking available at the surgery.
  • There is no on-street parking alternative within reasonable distance of the surgery.


Costs


You will need to pay £250 to apply. This is non-refundable, even if we reject your application.​
Weight limit restrictions are introduced where unsuitable roads are being used by heavy goods vehicles (HGVs).

Application criteria 


We will only consider an application if:

  • The road is unsuitable for HGVs. For example, the road is too narrow or there are safety concerns.
  • HGVs are regularly using the road.


Weight restrictions usually have an exemption for legitimate access, loading or permit holders.

After we receive an application that meets all criteria, we will check whether there are other more appropriate routes for HGVs to take.​  

What you cannot apply for

We do not accept applications for:

  • “access only" traffic restrictions,
  • business permit holder only parking,
  • yellow lines to protect private residential access,
  • permit schemes for individual properties,
  • new types of permits, or
  • schemes on private roads. 

How to apply 

Some applications need evidence before we consider them, such as resident parking applications. However, with any application it is always useful to provide evidence to help us understand any issues. For example, photo evidence of problem parking.

What ​happens next 

When we receive an application, we will consider:

  • Whether the application criteria (including any necessary evidence) have been met.
  • If the proposals would affect traffic flow, safety or levels of air pollution.
  • If there is funding available for the scheme.
  • Design standards.

We consider applications every 3 months to decide which schemes will be taken forward.

We will always prioritise safety schemes and schemes for disabled people.
