Register to vote with special circumstances

​There are certain circumstances where special arrangements for registration and voting may be needed. For example:

  • you do not have a fixed or permanent address 
  • you are concerned about your details appearing on the electoral register for safety reasons
  • you are a member of the armed forces, or their spouse or registered civil partner

No fixed or permanent address


You can use this form to register to vote if you are:

  • homeless or have no fixed address,
  • a person who has been remanded in custody, but you have not yet been convicted of any offence, or
  • a patient in a mental health hospital

Vote anonymously 


You can register to vote anonymously if you are concerned about your name and address appearing on the electoral register for safety reasons.

You will need to download and print the register to vote anonymously form, complete it, sign it, and send it to us.

Your name and address will not appear on the electoral register. We will not disclose your details to anyone, unless we are legally required to.

You are in the armed forces

If you're a member of the armed forces, a child of a member of the armed forces, or the spouse or registered civil partner of a member of the armed forces, you can register to vote.


The form allows you to be registered for 5 years at a fixed address in the UK even if you move around. 

You must renew your application every 5 years, but you can cancel it at any time. Registering as a service voter is particularly useful if you are based overseas or think you may be posted overseas in the next few years.

You will need to download and print the register to vote (armed forces) form, complete it, sign it, and send it to us. 

You are a Crown servant or a British Council employee

If you are a Crown Servant (in the diplomatic service or overseas civil service) or an employee of the British Council, you can register to vote in the UK. 

You can register as a Crown servant or British Council employee if: 

  • you are working outside the UK as a Crown servant (e.g. in the diplomatic service or overseas civil 
  • service) or as an employee of the British Council 
  • you are the spouse or registered civil partner of a Crown servant or British Council employee and you accompany them during their employment abroad 
  • your parent or guardian is a Crown servant or British Council employee and you are living abroad with them.
